Uzbekistan is divided into 14 regions (viloyatlar) that constitute the primary administrative level in the country's two-tier governance structure. These regions serve as the principal units for implementing national policies and delivering public services across the territory. Regional administrations handle essential functions including education, healthcare, infrastructure development, economic planning, and law enforcement within their jurisdictions. Each region is headed by a governor (hokim) appointed by the President of Uzbekistan, who coordinates between the central government in Tashkent and local district authorities at the second administrative level. The regions vary significantly in population, geography, and economic activity, ranging from densely populated agricultural areas in the Fergana Valley to sparsely inhabited desert territories. This administrative framework enables the centralized government to maintain control while allowing for some degree of regional adaptation in policy implementation and resource allocation.
