Districts serve as the second-tier administrative division in Rwanda's three-level governance structure, with 30 districts currently operating across the country. Each district is governed by an elected council and an executive committee responsible for budget management, urban planning, and coordination with sectors (the third administrative level). Districts play a crucial role in Rwanda's decentralized governance system by bridging national government directives and local community needs, while also collecting revenue, maintaining civil registries, and overseeing local security matters. This administrative level represents the main point of contact between citizens and government for most public services and administrative procedures.
