Areas represent the second and finest level of administrative subdivision in Kuwait's two-tier system, with 139 such divisions currently established across the country. These local administrative units serve primarily residential and planning purposes, functioning as geographic designations within the six governorates that constitute Kuwait's first-level divisions. Areas facilitate the organization of municipal services, urban planning, and the delivery of local government functions to residents. They provide a framework for addressing mail, organizing census data, and coordinating utility services and infrastructure development. While Kuwait maintains a relatively centralized governance structure, Areas enable more efficient administration of daily civic matters and help authorities manage population distribution and demographic planning within each governorate.
