Croatia is divided into 21 counties, which constitute the primary level of regional self-government in the country's two-tier administrative system. Counties serve as intermediate authorities between the national government and local municipalities, responsible for matters of regional scope including education, healthcare, spatial planning, economic development, and infrastructure maintenance. Each county has its own assembly and prefect, managing public services that extend beyond individual municipal capabilities while implementing national policies at the regional level. The counties also coordinate activities among the municipalities and cities within their territories, facilitate regional development programs, and maintain institutions such as secondary schools, hospitals, and regional roads that serve multiple local communities.
