The top level of administration in Albania is the County (Albanian: qarqe or qarqet). There are currently a total of 12 Counties in Albania. Each county is further divided into Municipalities. Counties are responsible for implementing national policies and programs at the local level, as well as managing local affairs. Counties oversee the administration of services such as education, healthcare, and social welfare at the local level.
