Districts constitute the second and lowest administrative level in Uzbekistan's two-tier governance system, with 206 districts operating across the country's regions and the capital city of Tashkent. These administrative units serve as the primary point of contact between citizens and government, handling local-level services such as education, healthcare, public utilities, and municipal administration. District authorities implement policies set by regional and national governments while managing day-to-day administrative functions including civil registration, local taxation, and maintenance of public infrastructure. Each district is governed by an appointed hokim (administrator) who coordinates with elected councils to address community needs and ensure delivery of government services at the grassroots level.
