Counties serve as the third and lowest administrative level in Uganda's three-tier governance structure, with 202 counties currently established across the country. These divisions function primarily as electoral constituencies, each represented by a Member of Parliament in the national legislature. Counties operate under the oversight of district governments and play a role in coordinating local development initiatives, resource allocation, and service delivery within their boundaries. While districts handle most direct administrative functions, counties maintain significance in political representation and serve as organizational units for census activities, agricultural extension services, and community-level planning. The county chief, appointed by the district service commission, acts as the primary administrative officer linking district policies to lower local councils at the sub-county level.
