Syria's administrative structure divides the country into 61 districts (manāṭiq, singular mintaqah), which constitute the second and final level of territorial organization below the governorate level. Districts serve as the primary unit for delivering government services and implementing national policies at the local level. Each district is administered by a district officer appointed by the Ministry of Interior and operates under the supervision of the governorate to which it belongs. District administrations handle essential functions including civil registration, land records, law enforcement coordination, and the provision of basic public services such as healthcare and education. They also serve as the local presence of various government ministries, acting as intermediaries between provincial authorities and individual towns and villages within their jurisdiction.
