Upazilas serve as the third and most local tier of Bangladesh's administrative structure, with 548 such units operating throughout the country. These sub-district divisions function as the primary point of contact between citizens and government services, handling day-to-day administrative tasks including land registration, tax collection, law enforcement coordination, and local development projects. Each upazila typically contains several unions and municipalities, and is headed by an Upazila Nirbahi Officer (UNO) who reports to the district administration. The upazila level manages essential public services such as health clinics, agricultural extension programs, education oversight, and rural infrastructure maintenance. This administrative tier also serves as the venue for local elections and democratic participation through upazila parishads (councils), which include both elected representatives and appointed officials who collectively address community needs and implement national policies at the grassroots level.
